A Special Member is someone who is respectful and follows the rules here in Dance Penguins. If you are an Administrator or Moderator, sorry guys you can't be a Special Member.
Administrators can change Special Members whenever they please. If Administrators believe that their is no one at the time good enough to be a Special Member, no one will be a Special Member for however much time.
